FWIW, I don't think having or lacking a police report will make a difference in whether or not you can involve insurance if it is determined that the repair will cost a lot more than you originally anticipated. In most cases, police do not like to even be involved with accidents unless an injury occurred. At least, that's how it works around where I live; I'm not sure how it is done in the USA.
