Easy to do. Pull off the cover of the fuse panel under the hood, and locate the fog relay. Look at the molding of the relay, and you'll see which wire is the constant power source. This power wire is cascaded off the headlights, so "constant" power is actually only there when the headlights are on. Underneath the relay panel (you'll unscrew it from the fender) is a huge wire bundle. You need to trace out from the bundle to the fog relay, which wire is the power wire for the fog relay. Cut this wire, and splice it into the larger gauge white wire in the bundle (this is a switched 12V source). Tie off and cap the loose wire end that you cut, and put it all back together. You're done, and you can use the fogs anytime you want, whether with low beams, just parking lots, or completely by themselves. There is a way to make your car operate the lows/highs/fogs all together too, even easier. Take off the control pod on the left of the steering column, where the headlight controls are. Unplug the connector for the foglights, and turn it upside down. You'll see a black wire at one end of the connector, and 3-4 wires away in the same row is a yellow/green wire. Jumper them together, and you'll be able to use any combination of lights that you want.
