Message	That was it!, took the unit out, dissasembled the fan out of the housing, cleaned up all the dust sprayed a little silicone on both sides of the fan bearings then reassembled it and adjusted the fan screw just until it was loose enough to start to spin on its own. Took it for a test drive and the fan speed adjususted accordingly. Thanks for steering me in the right direction.
