Message a quality aftermarket adjustable regulator. I'm 5 miles from SZ and visit frequently and see Z after Z go to that set up as people either convert to ethanol or upgrade turbos, without a high pressure issue. Also, the FPCU is usually taken out of the equation (as you did) by grounding the signal wire. This info doesn't do much to diagnose your problem, but I thought the info about how others are running their set ups like you (without issues) might help. It would be interesting if you could run a little less voltage to the pump (like the FPCU does at lower fuel demand) and see if your pressure becomes manageable. You could try running a short -6 return line into a bucket (rather than re-plumb the line all the way into the tank) and see if that is the issue and can get the 43.5 psi at idle (w/o vacuum).
