Subject	Idle and low speed very rough

Message	'93 TT, inconsistent rough idle, getting worse. Starts at the turn of the key when cold, cranks to start when warmed up. Runs good above 2500 ~ 3000 on up. Acceleration feels good. Steady speed below 2500 seems to surge. Sitting at a red light sounds and feels like only half the cylinders working. All injectors clicking. Seems like only a idle-low speed fuel problem? Any help appreciated.
