check the run out of the rotors with a dial indicator. Turning rotors can sometimes make them worse if not done properly. Out of balance tires usually results in an oscillation type of "sawing back and forth" vibration in the steering wheel. Are you NA? try swapping the rears to the front and see if it changes. A bad knuckle would of showed up in alignments, bad rack bushings would have other effects too like poor steering return, sound/cluck from the rack moving around...and if severe enough an off center steering wheel that keeps changing.
