Subject	Tools for rusted exhaust bolts and studs?

Message	I've exhausted penetrating oil and heat. Any advice on a tool to crack or force them off that works in a tight spot? I've also tried grinding the rust off the bolt cause a 13mm is too small and 14 is too big. If I could get good purchase on them I'm sure they would back off. And I'm not replacing the exhaust, just removing it for a clutch job.
