Message When toe in/out measurement is given as distance (inches or mm) it means total toe because of the manner of how it's measured. When the measurement is in degrees, it could be both total or per wheel but it will be specified. Degree measurements for toe are most times generated by alignment racks using electronic wheel sensors.

Correct alignment setting will depend on personal preference and many factors on the car. 3 degree camber and 1/8 in toe is a good starting point and I wouldn't be worried about getting 1/8 in tow out per side vs 1/16 in. It's still little and you may have to change it to find your preference.
