I had an intermittent issue with my power steering/instrument gauges issue similar to what you are describing. The speedo would read 0 and power steering was non existent but would randomly flicker back to life. The PO had done a hackjob of splicing wires into the kick panel fuse block. A wiggle of the wiring and it would come back online. It eventually worsened to the point that my turn signals and other random electronics stopped working.
