When deleting a 96 electric HICAS, the control unit is not next to the ECU. It is behind the drivers seat in a 3 stack of computers. The HICAS controller is on the very top and has 40 pins and 1 harness. I tried just disconnecting the single harness and the HICAS light went out, but i also lost power steering. After a bunch of reading in the 96 manual, i have come to the conclusion that the HICAS control unit and power steering control unit are integrated in the same unit. So the solution to the HICAS light after deletion is to cut the orange wire (pin 26) at the HICAS controller. My power steering now works and the HICAS light is off. During startup, the HICAS light still illuminates briefly for the bulb test as it should, but goes out after the test. I am not sure if all of this is true for all 94-96 electric HICAS systems or just the 96 as i only did this on my 96. I hope this helps someone out there.
