probably sticking...a common issue with age. It's the Air Regulator valve and its behind the balance tube about tube center. There are a number of posts about this issue.. some try spraying WD40 (do not use silicon) into the valve to unstick. Otherwise the valve gets replaced. There's a relay in the driver side wheel well that if going bad can result in multiple key turns to get a starter crank. There are posts on this and how-to's on replacing the relay (really easy too).
