Subject	Timing belt not tight, tensioner at the end of slots?

Message	I just got an email from a buddy that is installing the timing set on a fresh build, problem he is having is the tensioner is at the end of the slots and belt is too loose, around 7mm of gap. Everything is new OEM, belt/tensioner/pulleys. BDE gears on intake/exhaust/Ramey studs. Anyone had this problem before? Block and heads were skimmed the minimum possible I believe. He was looking for another OEM belt and tensioner to try, picked up another OEM timing kit from my shop, tried it with the same results. I've had belts that were very tight, never one that was too loose... I'm on the other side of the world in PNG, so can't see what is going on.
