Message	Not sure about the different diameters, I'm going to guess just a mistake , or that the diameter of the rubber was larger than the diameter of the washer to maybe better accommodate the rubber bushing below it. IIRC mine is: Chassis>OE Cup washer with the "cup" facing down>all the poly bits>nut. Looking closer at the 2 images now, I do see they want you removing the rubber from the cup washer btw.
