Message From my point of view, it looks like an Oil Galley Plug.. They are like the 'Freeze Plugs' but smaller.. Don't try to take it out, as you will Likely not get the new one in unless you have room to work..

1) Clean the area completely of paint..
2) Get a new plug and Put Locktight Around it
3) Swat the new plug in Backwards using a Socket that is just a little but smaller than the New Plug.
4) Push the plug up next to the Org Plug and stop

Do not swat the Plug in the Center, it will grow in Diameter and not go in.

With the Chance of making it leak more if done improperly, I'd leave it alone..
