Message 100% duty cycle on most boost controllers means holding the solenoid completely closed, thus preventing air to the actuator/wategate. That should make the turbo overboost like crazy.

Sounds like you are running off the actuators spring pressure. Try bypassing the boost controllers solenoid and see if it is still 17psi. If its more like 13psi then its the boost controller/solenoid or a leak.

The boost controller interface could also be lying or the solenoid could be stuck wide open(0%dutycycle). Had both instances happen with my aem tru boost controller/gauge. For a while it said I was boosting 29psi on pump gas lol then the internal sensor died. Had multiple solinoids go bad as well. Hooking up a mechanical gauge helped verify readings. I ran with the solenoid bypassed and a boost jet in the line to hit 20psi back when I had no controller.
