Message it's electrically operated and under the dash. FSM tells how to put the climate system into diagnostic mode. You can try forcing the valve fully open that way. There are posts about finding the valve, replacing the actuator motor, etc. it's also possible to manipulate the valve manual and set to maybe a 1/2 open position without tearing the dash apart (but still not fun, space is tight under there).

It's also possible the heater core is clogged but if you've done coolant flushes every 5 years or so that shouldn't be an issue.
