for keeping the idle up when you lift the throttle after crusing AND for increasing the idle when you turn on the Air Conditioning. I had the same problem as you're having. I replaced the IAAC which included the FICV. Still had the problem. Very frustrating. In chasing the problem down, it turns out that when I replaced my engine harness, I over-did the dialectric grease in all the connectors. The IAAC & FICV gets power from a connector at the fuse box on the drivers side. I removed all the "grease" from that connector and months of frustration went away. Everything works as it is supposed to. Turn your A/C on and I'll bet your idle goes down, not up. Check connections before you buy new IAAC.
