I did them last we, in place, just removing the bottom of the shock of course. No need to remove the Hicas arms
The tool you need is this C clamp/press:
 You need to find combination with the tool and sockets to push the inner sleeve and break the rubber, then hacksaw the outer sleeve.
Fitting the ES bushings requires also some imagination with the C press as the poly bushings never go straight when pressed
