Only an inexperienced mechanic would continue through the entire installation after encountering such a resistance as this must have. Start with a tap. Find out what the thread pitch and bolt diameter are and get the corresponding tool. Oil the inner threads, blow out the excess and have at it. 1/2 to one turn at a time and clean the tap. Sometimes partially threading a bolt helps with aligning the inner threads w/o cutting through them, as the tap will do. Looking at the flattened threads on the stud section of that inner tie rod, I would advise you to NOT get your hopes up. This is like being diagnosed with stage 4 cancer. Your only hope is that the inner threads were rolled or cut on to a harder material.
