Message Rotating the belt a few times manually should show the tensioner maintaining the required 4mm gap. Honestly, if the age/mileage on the tensioner is unknown just replace it.

PS- a timing light should easily be able to tell if the engine is in time or not. Listening to the engine isn't the most reliable way to determine and the real issue could be the CAS adjustment and not the belt setup.
