Message	You see the gunk around the base of C11. I'd say that capacitor is leaking. You can replace all 4 of those capacitors with Digikey (Part # 1189-1009-ND). They all look different, but are really the same capacitor with different voltages. Really simple to replace them with a solder iron and use some braided copper wick to suck off the old solder.
