Second, your wastegate settings dictate the range in which your boost controller can raise the boost. Most boost controllers can only double the initial boost pressure from the wastegate setting. Stock wastegate setting is 7 PSI, so that is probably why you are only seeing around 14 PSI. It's probably a good thing that you couldn't boost to 19 PSI, you would have most likely damaged your engine.
