if the FPCM was on/off signal, and the drive transistors were breaking down maybe, but our FPCM sends a pulsed signal much faster than a relay would be able to respond (and the cycles would kill the relay quickly) Your best bet is to buy a new FPCM, or the Ash dual pump controller as you mentioned Here if you have the time to wait ;) or Z1 if they have stock. 9 psi is far too low for the secondary fuel pump to turn on, we have about 40psi at idle and more when running high.
