each of those packs. A plug grounded and connected to the pack but not installed in the car - was there spark from each pack? Next, use an LED (NOID) test lamp to verify each of those injectors is being grounded by the ECU to fire. All injector's on the troubled side should also have constant +12v when key is on - use a volt meter to verify.
If all that is good - I'd next run a compression check on the troubled bank and see if something is up? Could do the compression check before above - whatever you prefer.
