Subject	90 twin turbo purchased with no engine, new engine no start

Message	Car won't crank, high beams, and power seats only things to cut on. Gauges face doesn't cut on windows interior lights nothing cuts on. It doesn't even ping when the key is in the ignition an the door is open. Please help I'd like to start her up.
