If the problem is a cold-start hesitation that goes away after driving a few blocks, it may just be the (functioning as designed) catalyst warmup system in the ECU. This is an emissions control system that retards the ignition timing under specific warm-up conditions to rapidly heat the catalytic converters up to their 'spark point'. When this system is active there is a lot of hesitation at partial throttle below 2600rpm and bucking during throttle on/off transitions.
Does the problem abruptly go away above 2600rpm or once coolant temp hits 55C (130F)?
