Message always give a positive result because there is not the actual amperage flow in the test that the component receives. Relays could have burnt contacts that give continuity but can't pass the current. I had that issue with the start circuit on my Z. Relay tested OK but had to replace it to get it to start. With all start issues I first do a complete starter circuit bypass by jumping from the battery direct to the bendix solenoid on the starter. If it starts the starter is OK and issues are upstream of that like relays, switches, etc. If it doesn't start the starter bendix is the issue or wire windings and I pull the starter for further testing on the bench. BTW a starter bench test will not always catch a bad/lazy starter. Been there.

In your case it sounds like the inhib switch.
