Test with some +12V wire to make sure. If you bypassed the starter relay then you also bypassed your inhibitor and security. If you can crank over manually as you stated (jumping the post on the starter), and the multimeter shows no voltage to the B/W wire then you may be having issues in your ignition switch. Any work in the steering column recently?
