There is no way that it was installed at an angle.... There is only a few thousandths clearance between the bore of the balancer and and crank. I have seen threads over the years about them coming apart, and that is probably what you have going on. As far as getting it off, that is going to be even harder if it is broken. I would soak it down with pb blaster or deep creep, get a torch on it, heat the hell out of it and try again.
