It usually takes some prying with a big flat head to get them started. Stick between hell housing and engine and gently wiggle it. Do it on both sides. It starts slow, then will start to make a good gap. Once you get, dunno, maybe close to an inch, it will ready to come right off. That, or you missed a bolt.
