Subject	What could cause this AC issue?

Message	My1990 NA with manual AC has all new AC compressor, lines, condenser, drier, seals and has a good charge. When I press the AC button on my dash it lights up but does not engage the compressor! if I manually engage the relay the compressor turns on. I have Nissan Data Scan and it indicates that the AC button is not turning on. Also the RPMS never increase or any other indicators that the AC button is working. I have a spare AC control(dash pod) that I tried and still the same symptoms. The harness and connectors look good and I see the change state on the wire from the AC control harness(dash pod). Please does anyone have any ideas or specific things to test. I am doubting a bad AC control amp due to everything else (fan speed, vent mode, temp) all work just fine.
