Message	you saw the arms moving when you put metered air to them. Try this: run a vacuum/boost reference from the intake, straight to the wastegate port. This completely bypasses your boost controller, and should let you know if the issue is at the wastegate(s). If you still have your safety boost solenoid online you should make around 9 psi, if the safety boost gizmo has been removed you should make base setting of 6-7 psi. Mark
