Message The speed sensor feeds the speedometer with an analog signal, which the speedo converts into a digital TTL signal to go to the ECU or HICAS controller, depending on your setup. If your speedometer isn't working, then the ECU won't get the signal either and put you into the fail-safe mode that disables power steering.

Without more information right now, could be anything from the speed sensor, to the wiring and harnesses in between, to a bad cluster.

Time to pull out the FSM and start researching.
