Message stick the extra wire in the connector to the green w/black stripe wire and plug it back in. Now ground the other end of the wire on the plenum where the other wires are grounded. Everything has to have a good connection and the solenoid has to be plugged in in order for this to work. The ecu activates the solenoids by ground you're just creating a ground yourself. Now with the car 100% cold, start it and see if the noise goes away. If not, test the other solenoid and it should go away. It may be one or both of your vtc gears, if the noise goes away you know you need a new vtc gear. you're gonna need a whole new or rebuilt gear because replacing the spring behind the cover is just a temporary fix. It's a lot of work so if you have the money I would replace both gears anyway. Blazt or some other computer software is the easiest way to activate the solenoids though.
