It's talking about the rubber hose that goes from the driver's side turbo pipe (by the throttle body) up to the hard line that runs along the side of the plenum, then back to the IAC at the rear of the plenum. You have to remove the whole hard pipe; it runs in between the connectors for the brake and clutch booster lines.
