All depends, if the belt has been squealing, it may be toast. The squealing is due to slippage. That slippage causes the surfaces to burn a little and harden, requiring additional tightness to get it to grip. If the belt has squealed for some time, you may want to replace it. A test is pretty simple, turn the belt at a point between two pulleys and see if it turns 90 deg. If it turns way beyond, it's probably too loose.
