The most common issue that I have ever run into with turn signal failure on older cars is a bulb ground. The turn signal bulbs ground through the sidewall of the socket that they screw into. Exposure to humidity (water) and the elements will cause corrosion in the socket. The bulb will have enough of a ground to light, but not enough resistance to trip the flasher. Cars with electronic flasher circuits seem to be more prone to this than cars with the old style electromagnetic flasher.
My 92 N/A had this same issue. The problem was corrosion in both of the front signal sockets. You can clean them with a rotary brush on a dremel very easily. You can also clean them by wrapping some fine grit sandpaper around a tool and manualy twist it in the socket. After the socket is clean then make sure that the bulb and its contact points are also clean. Apply some dielectric grease to the base and try it. I had to patiently clean and replace the bulbs until it has a good contact again. That was 3 years ago and I have not had a problem since. Hope that this helps.
