Message One turbo is working extra hard trying to make boost, however the other turbo isn't contributing and actually letting the postive pressure that the other turbo is working to produce escape. In this situation the one working turbo will never able to generate any positive pressure (above atmospheric 0) in in the intake manifold because the two turbos are linked together via the balance tube (the system is open to normal atmospheric pressure on one side because the seized turbo isn't containing the pressure, much less contributing to generating any). The good turbo will continue to work it's tail off overspooling in vain and will eventually come to a tragic death.

If both turbos are seized the boost gauge won't rise up to 0 because their will be only vacuum in the intake manifold. One working turbo can overcome the vaccum but won't be able to get the pressure above 0 psi.
