Message	boost come on at around 3500 rpm under acceleration? I'm guessing you don't, but just wanted to make sure. It's possible you're making boost but your gauge is not working properly. Those factory boost guages are highly inaccurate. Although they typically show positive manifold pressure under boost. How does your engine run (at idle or under load)? If it's running crappy, you could have a vacuum leak. Or there's the possibility as you suggested that there's a problem within the turbos themselves. My point is that we need more info.
