OK this is difficult to explain online but before this problem, my stock Z with boost jets sounded a "TSSSS!!!" at 5-10 boost, now it more or less sounds a "shhhh" and has WAY LESS power. (I don't know if the sound I am hearing/comparing is from the turbos or recirc valves...)

Boost leak test = no leaks
ECU Diagnostic = Code 55 (no probs)
02 Senor Reading = Both ok but left side richer.

What if a turbo is siezed? do I have to take off the downpipe and see if it spins freely by hand?

What is involved in testing the wastegate actuators? (please help on this)

Alright that is the main problem , but here is some additional information that may by relevent to the underlying problem or unrelated all together.

When idling and then reving to 3000rpm the car is hesitant and rough. Same in 5gear ~50mph. I thought this might be my motor mounts because I noticed a decent size dent in my oil pan that came from a speed bump. So I am assuming they took the impact and maybe bent and now it rumbles more

Also there are small puddles of oil in the plenum.

The left exhaust is less "resonated" I wanna say in that the pulses are far more softer than the right side. Could this be due to old/clogged exhaust or H pipe?

Any help is appreciated.

my Z
