Message the marks on the pulleys as noted in the manual. Perhaps the count is off. The marks on the belt are for the teeth count but always actually count the teeth. Also the marks on the back plate need to line up with the marks on the pulleys and the crank sprocket at TDC of # 1 on compression stroke which happens every other revolution of the crank.

Also look for vacuum leaks. Do avacuum test with a vacuum gage on the upper plenum after the throttle body like at the balance tube. Do not disable the fuel pressure regulatot to do this but use a tee to gain access to the vacuum.

Here are some tips on vacuum reading interpertations. For reference my NA runs a very steady needle 20"Hg at idle and 21"Hg at 2000 rpm.
