| Your car should idle at -15 (or so) and that should not change. When you rev the engine in neutral, it should go up to around 0. Your vac. is behaving opposite of how it should. Direct link to guage photo: 
(FWIW 30-40 is -12hg) This is an example of what I think your car is doing from your description. Basically it idles near zero. And when you blip the throttle, the needle goes...well...the wrong way!! But it should idle at green marker and blip to red marker! Not idle at red marker and blip to green marker. If this is the case with your car, you have air getting in to the intake at idle that should not. In the case of this vehicle that created this problem for me, the car had a BENT throttle body butterfly. So the thing never shut = air in when it should not be getting in. Car would idle like ass. But would rev great. Vacuum behaved backwards at idle in neutral. I never drove this vehicle in this state, so couldn't tell you what happens when you drive it like that. I knew it had a problem so I had to fix it before I used it. So, my bet is on leak...especially if your internal guage behaves like this one...which is obviously an analog guage which was hooked up to a boost source.
