Message the CEL at least 5 times in 10 seconds at 2000 rpm the voltage variation may still be not be OK. For example a good O2 signal will usually yield about 0.9v at the high and about 0.1 v at the low to average out to about 0.5v. If the voltage variations are closer to the average (0.5v) like 0.6v high and 0.4v low the O2 is weak and should be replaced.

If one of the O2 is weak and the other strong I would replace both. Use OEM units.

When checking voltages only use a digital multi meter.

Consult provides the voltages as a readout.
