Message assume that leaving it in there with no pressure (and a leaking line), that it will eventually bleed enough oil, become loose and not control the toe of the rear tires at all.

To be safe, you need some sort of a solid replacement for the HICAS cylinder *OR* a properly functioning HICAS cylinder with no leaks.
