:I'm thinking I'll get the new turbos but I suppose I should also get what I need to fix these turbos since they have very little usage on them. I've had them for a while, but maybe 25000 miles on them...
:I'm assuming my little test is a valid test to prove they are FUBAR? What do you think about that...?

The frame rails both have to be massaged .. but the frame rail on the drivers side will need at least 1/4 inch to 3/8"of clearance to clear the actuator.
I assume your test is correct you shouldn't get air out between the compressor and chra or the chra and tubine.. That's the six bolts that fasten the char to the compressor or turbine. Actually, you should check that the bolts are torqued ,, if checking do so in the proper sequence ,, i.e. check first bolt then the bolt that's 180 degrees opposite then continue in the same procedure. There's a chance that the bolts are just loose and your turbos are ok.. were they leaking oil?
