I have seen heads where if you take the cams off, the lifters go slack and then pump up with oil. Then you rebuild the heads and forget the lifters in a corner for awhile. Then you clamp the cams down and for about 24 hours or so, the lifters are pumped up a bit and you can stick a popsicle stick under a valve. You should wait until they settle down, in this case. Especially, you should really avoid starting the motor until they rest flat. Is this what is happening to you?
