Message versus how much air the turbos are pushing in. When you are not on the gas, say cruising at 60 mph, the turbos are not pushing much air in, so the vacuum/boost gage will tell you there is a vaccum from the pistons sucking the air in, just like a non-turbo car. Then as you slowly give it gas, you will see the turbos start to supply more air. When the guage is reading "0", the turbos are pushing air exactly the same amount as the pistons are sucking air. When the guage shows you are going into boost, it means the turbos are now pushing more air than the pistons are sucking. This is where the fun of having a turbo starts.
