| how much heat you plan to put into the cylinder e.g. the more power you plan to make, the more heat will be generated and the greater the clearances should be to prevent butting the rings and/or scuffing a piston wall. Wiseco's recommendations are not gospel... just a good starting point for an average build. The post that Ash made awhile back was very good information about where to go with these specs with respect to ultimate HP goals. I wouldn't worry too much about your 0.022" top gap "if" you are planning to push for 600+HP (sounds like you are). The theory behind the second gap being greater than the top gap is based upon the idea of restriction; in theory, if the second gap is the larger of the two, gasses trapped between the two rings will escape past the larger second ring gap rather than create a pressure differential which could cause the top ring to lift off of its landing, reducing cylinder seal. I ended up with 0.021" top, and the second gap needed to be filed because, like yours, it was much smaller than the top, direct from Wiseco. I ended up going with 0.022" on the second.
