Subject	driver side bank has low vacuum, can't fix!

Message	My car was having some idling problems so I split up the balancing tube (tube blocked off in the middle) and isolated each cylinder banks and to find the car to run very crappy. the driver side is about 10inches of vacuum too low. It is also running rich on the driver bank. What can be causing the problem? The car seem to run better with the balance tube on tho.
