My idle would randomly jump to an 1800 rpm idle, stay for a while, and then return to normal again. As you have done, I checked everything and nothing helped. Ultimately I traced it to the gray TPS connector that connects to the main harness. I found that if I would wiggle that connection, the high idle would drop back down. But, there was nothing wrong with my TPS according to the voltmeter so I wrapped the connection(b/t the gray TPS plug & harness) with aluminum foil and it has fixed the problem ever since. It does look trashy, with the AL foil and all, but it has worked; so I concluded that heat was causing the connection to act erratically and the AL foil wrap provided enough heat shielding to keep it cool enough to operate properly. *Note that I did initially clean and grease the crap out of the connection and that did not help at all.
